Make shipping required for virtual options

Please note that after turning this setting on, please test checkout

Because if there is a problem with your freight rule settings, it will cause an error that there are no available freight rules during checkout, resulting in the inability to proceed with checkout.

Please test after turning on this setting and check whether there are available shipping rules at checkout. If there is an error, please turn off this setting and contact me.
